Twenty-one years prior to the Common Rule, the Community Research Review Committee was formed by black scholars in Boston to review and evaluate all research in the black community for safety, efficacy, and ethical conduct. This is a remarkable story that is not included in the traditional telling of the history of human subjects protections in the United States.
